Lori Houston is Owner of The CE Group, with more than 23 years of public sector leadership, including a decade as Assistant City Manager for the City of San Antonio. Lori led major community planning and economic development initiatives, including the San Antonio River Improvements Project, the UTSA Downtown Campus expansion, and the Alamo’s restoration and redevelopment.

Known for her ability to align strategy, navigate complex challenges and deliver impact, Lori excels at guiding organizations through high-impact initiatives that strengthen communities and deliver measurable results.

She holds a Master’s in Public Administration from The University of Texas at San Antonio and a Bachelor’s in Business from New Mexico State University, and serves as an adjunct professor at UTSA. In her free time, Lori enjoys spending time with her daughter, partner, and her one-of-a-kind furry friend, Elvis.
